Thank-you for trying out the MedRez.net Scheduling Tool.
The most powerful way to influence which shifts get staffed first is to set the Staffing Requirements for the high priority shifts with a minimum number or residents, and the ones that are low priority without.
For example: set high-priority shifts to "2 PGY-2 or PGY-3", and set low priority shifts to "0 to 2 PGY-2 or PGY-3". This will make the Randomizer focus entirely on the high priority shifts and it'll pretty much ignore the others until the staffing requirements are satisfied.
You will then want to set Tally Targets for each Resident to force the Randomizer to fill the low priority shifts until each resident has reached their quota of shifts.
