Moving shifts to a different row is only useful if you need to change the way your shifts are arranged after you created them. The odds of you needing to use this are pretty slim.
To explain areas I took a look at one of your schedules to use as an example:
Areas are useful mainly if residents can only work in specific parts of your schedule during the block. For example if certain residents should only work in the Peds ED during a block, and not in the Adult ED you can use areas to make sure the right residents go to the right shifts.
To do this you would create a "Peds" Area with all the Peds shifts and an "Adult" Area with all the Adult shifts. Then in the "Residents" tab you would specify for each block which Areas each Resident is assigned to. Once that is done the system will warn you if you are about to make a mistake by putting a "Peds" resident in an "Adult" shift. And the Randomizer will of course be aware of these Areas when it is making a schedule.
